Dear Mr. Titchener,
1
F.B.I. Hong Kong Apprenticeships.
I attach a letter from Mr.F.Y.Chak addressed to you but enclosed in an envelope addressed to me. I am wondering whether you have likewise received a letter from him addressed to me.
In sending on this letter, may I raise the following comments, based on our treatment of students of Chinese nationality:-
(1) We usually make up any loss of Works allowance due to closing of works or sick leave, subject, of course, to confirmation from the Works concerned.
(2) The Chinese Embassy arrange to refund Income Tax to the Chinese students under our scheme so that they all receive an effective £30 per month and are not subject to differential treatment in view of the variation of rates of Works allowances.
(3) Chinese students are expected to pay their own
travelling expenses in the United Kingdom, except for special visits to Indurstrial centres approved beforehand by the Chinese Embassy.
I hope/
